Can I drill a 40 gallon breeder?

I would like to drill a bulkhead in the front glass of a 40 gallon breeder (Topfin Brand). How close to the bottom is safe for a 1 3/4" hole. Also can this be done with the type of glass thats on the front.

The rule of thumb is to drill at least the with of the bit away from the edge of the tank.

Usually the side panels are safe to drill the bottoms are often tempered and not drillable!
