LOL.... I agree there are some things set in stone around here that simply don't apply to every situation. A lot of it is simply hear say opinions based on no personal experience whatsoever.
Congratulations on your mandarin success, we need to give the nay sayers their due in the fact that it can be a somewhat difficult fish.
As to your question I would think the tank is stocked, but then again no one knows your tank as well as you do. Do what you think is best.

I just hope I don't get jumped on for giving my opinion --- people ask questions on here, and people give their opinions, that is all they are, don't take offense...like murph said, in the end, it is your tank and you will do with it what you wish.

its a forum dude, people sound smarta** on forums when they usually never would in person, its like singing in your car when you have tinted windows, but yeah I have a 20 gal and im thinking its going to be stocked with 3 fish, but as im sure you know its all about the bio load. Do you keep up on frequent regular water changes? do you have way more flow then what you"need". Do you have a filter or 2 thats rated for a much larger tank? Lots of live rock? Protien skimmer. Really you could probably get away with it if you are doing lots more filtrtration and water changes, but if you dont keep up good hubandry an overstocked tank is a lot more likely to crash if say the power goes out at night or you go on vaca and a buddy feeds it way to much, you just have a lot more to worry about
