Can i put cured live rocks when i still have nitrite?

My tank is somewhat almost done cycling, i was wondering i can put cured live rocks(with purple stuff on it) in my tank yet? along with a cleanup crew? i have 0 ammonia, 1.0 nitrite, and around 15ppm nitrate.
advices/tips are welcome!

The LR can be added before you cycle, it will help speed the process, so yes, adding now would be fine. I wouldn't add the inverts yet. They don't cycle well. I have read folks saying they did and it was fine, but more often folks are asking why their hermits and snails died in a new tank.
