Can i use dry live rock for saltwater tank???

Once live rock dries out it is no longer live rock . It is base rock and it has lost its ability to help with the filtration process . You will need to SEED it with live rock at which time the bactiria will begin to slowely reinhabit it .
Basicaly unless you are adding it to and esablished tank or are willing to seed it with some other LR from and established tank . Its not going to help you with a new set up .

^ +1; if you do decide to use it and seed it, bacteria will probably start to colonize on it in about three weeks, expect to wait longer for coralline algae and other critters. My man-made rock was finally showing good coralline growth and small feather duster worms at about 5 months. Personally, if your going to use the dry, I would bleach it and rinse it first too make sure its clean.

How do you seed it? I used some live rock that I had dry for about a week in my tank. I just put it touching the real live rock in hope the live stuff would move to it that way....
