Can lights burn your eyes?

I was in a lfs once and a guy told me that he was cleanning his tank and that he ended up in the hospital due to over exposure of his lights temperarly blinding him. Could this really happen? My tank is going to be about a foot below eye level for my nine yr old daughter, there for she will most likely be looking up a lot into the area of the lights. (not on purpose but to watch the fish) Thanks in advance for any imput

if MH then yes could pose an issue, but when outside does she make a habbit of staring at the sun?
might be just safe and put a shield on the front between the light and the tank. Tank might look better also with no ambient light to take away from it.
