can i use about 10 lbs of live sand that was in another tank and put the sand in my new 32 gal that has been cycling for 3 weeks

yes you can but it may initiate another cycle.

I'd wait for it to finish cycling. the cycle is not going to kill the bacteria that breaks down waste but it may kill the micro fauna which is what makes live sand live. If you add it after the cycle it will stay live. In general established and cured rock/sand shouldn't be added during the cycle unless you intend for it to be part of the cycle.
