I only have room for one media bag in my filter system and I really dont want to take my carbon out becuase it keeps the tank nice looking.
I have a trace of 0.5 prosphate in my water and want to put some prosphate removal media in there. Can I just mix the two in one bag?

Yep.
Yes. Chemi-Pure (I love the stuff) is a carbon based product. They sell Chemi-Pure Elite, which also includes ferric hydroxide as a phos & silicate remover. Not a good idea, IMO. The Chemi-Pure lasts much longer than the ferric hydroxide. I use separate media bags, but use both at the same time. For long-term use, I like SeaChem Phosguard as a phos remover; its an aluminum based product that works longer, but not as quickly, as ferric hydroxide.

Yep. I run the NextReef Phos Reactor w/ Rowaphos and Kent Marine Carbon pellets. My phos is 0 and my water is crystal clear
