in those opening ceremonies, they showed some British official who was there on the queens behalf? Then said that since they were still a british territory he was their.
What is the deal with that, were they just talking about British Colombia, or is Canada not a sovereign State?

It's an odd arrangement that I could not begin to explain the legality of.
Like Australia, Canada is a sovereign nation, but being part of the Commonwealth, they both still recognize the English monarch as their official governor.

I think it is kind of like England. The Monarchy is just a figurehead with no power to speak of.
