I have an aquaclear filter on my 35g and would like to know how often i need to change my carbon chips? i also have ammo-chips.......but i was told i could stop using those.

Yeah, ammo chips are a waste. I would change the carbon every 2 to 3 weeks.

a lot of people say to not use carbon filters? some say to use it only 2 days at a time? im really confused.. the guy at the lfs told me to run the filter with the carbon in it everyday, and when i get fish to buy the sponge filter as well... any thoughts?

The sponge will trap all kind of junk. Not saying you cant use it just most dont. If you dont clean them a lot then they will kick you pollution up in your tank. Your LR should do most of your filtration. Water changes will help as well. Read on the NANO thread on here about your setups and compare to what others are doing with these size tanks.
