Is it possible and legal to catch a young 1 - 2 foot shark in florida ( bonnet/black tip ) and ship it to nyc into a 700 gallon tank? What would need to be put in water and would it last if shipped overnight fed ex or could it be brought back with luggage on my flight?

Bonnet/black tip. Lets assume they are legal or a license could be obtained, Then how do you do it?

Ship back in your luggage? Are you being serious?
I don't think you're going to find anyone to give you an answer to this here.
Sharks are poor shippers and there is a lot involved in shipping them and caring for them. It's not something that is easy to be done. The other thing to consider is with so many sharks already housed in captivity that are in improper environments, it would be better if you looked for one that was already in captivity than to try to take one from the wild and ship it with no knowledge of how to do so.

If you are hard set on it though I would start here. http://myfwc.com/fishing/saltwater/regulations/aquarium-species/ . That is the Florida Fishing regulations. I think its a bad idea though. Just my $0.02.

(back in 1999 atleast) It was NOT legal to catch a wild shark without a hobbyist license and you COULD NOT ship it out of state. Florida used to let you catch and house for personal display purposes but Im not even sure if you can do that anymore.
Either way to catch any large fish for shipping you would need to have a license that allows you to ship from FL to NY... then you would need someone to atleast triple bag him, put oxygen in the bag, foam box and heat packs to keep the temp steady enough and a box big enough to ship him in....

This seems like a really bad idea...
Illegal
A 95% probability that it would die in transit due to stress etc
A 700g tank is like throwing a black tip in a fish bowl. Wayyyyyy tooooo small.
Just dont do it bro. It sounds fun, cool and all but just not worth it no matter how you look at it.

And there are reasons it costs $2000 to get a blacktip through an LFS or online..they don't do well in acclimation prior to shipping, shipping, and the first week in a tank...
