CBS and CC starfish Q's

I am thinking of adding a CC starfish and a CBS to my 29g FO tank. The tank has been up and running over two years. I currently keep a small tomato clown, a blue damsal and a pink damasal in the tank along with a few various crabs and snail for clean up crew. I think a small CBS and small CC starfish should do fine in this setting. My only conern is that my nitrates are 15-20ppm. Is this a big concern or should they be alot closer to zero? I keep many inverts/corals in my reef and my trates are all ways zero, but i'm not sure what the high end of the scale is that inverts should be housed in.

What about my nitrate situation? Will these inverts be ok with 15-20ppm or do my readings need to come down to zero.

Actually we had a CBS at my store in a nice 75 reef system that actually took out a few damsels :joy: , but also wiped out a few anthias as well :mad: . All the fish were happy and healthy but the CBS was huge and was just able to catch them right out of the open.
It probably would be fine as I have had customers who I've tested thier H2O and it's been worse and they've had Cbs and cleaners and so on. However if it were my tank I'd want teh nitrates to be a little lower.

Can anyone help me with my nitrates question?
I'm know expert in fact I am just setting up my first Aqaurium, But a book I have says that most fish can handle up to 40 PPM of Nitrates. Inverts and corals should be below the 20 PPM Nitrates according to the book. If it was me I would try to lower the Nitrates with a water change and get it below 10 PPM.
