You should really take pics of it. They should keep their color. If they fade, then he/she is stressed. Keep an eye on it and make sure it eats well.

Yes, frogfish can change their colors. It's a problem that some aquarists face - they buy a super colored frogfish for lots of $$ and it dulls or changes.

The idea behind the frogfishes color is camouflage so a good method is to put a red background on the tank or a red decoration in the tank that the fish perches on or around, etc.
I had temporary setup for a striated angler in one of my sumps for about a year and I would change the background color every 2 or 3 months to see the fish change with it.

Are angler's in any way related to flounder...

Off topic I know, but flounder also have this ability, very well I might add. I know there are a lot of fish, and other creatures, that can as well, but not as good as these two species can do it.

Not very close taxonomically, but they have some similar traits - camouflage, highly predatory, ambushers, etc

I was at the Monterey Bay Aquarium once again earlier this month and they have a cool display of flatfishes - two tanks right next to each other with different colored substrate. Of course, the same species of fishes match the color and blend in with the bottom of their own individual tank.
There are a number of other fish and inverts that can change color, too - some of them pretty wildly.
