changing CC to sand

I know there has been alot of threads about this. But I have a few more questions.
If I do not use LS, should I soak the sand in a sealed bag with tank water for a few days. Will this help keep some of the good bacteria in the tank? And help the sand settle?
I am not going to do DSB, just enough to cover the bottom, maybe an inch. Should I put it under the LR, or put the LR in first and then put the sand around it?
Any other information would be helpfull.

i would put the sand in some water to clean it. i have bought some prewashed sand that wasnt to dirty but its always best to do that. if your only gonna put a inch or so of sand in your tank i would buy one bag of live sand to mix with your other sand. that would help seed it. as far as putting it in i would take out all of the lr then put it in. that way you dont get all the setteled sand all over your rock.
