I live in southern california and i have a 80 gallon semi stocked reef tamk and i was wondering if a chiller is that necessary? They are so exspensive. Are companys just trying to make a dollar or can my tank survive without one?

You would know better than us. A chiller isn't always a necessity, but some sort of temp gage is.
If you can keep the tank at a steady reef temp, without overheating, then you should be fine without the chiller. I don't use one and I live in hot hot hot FL.

I agree with Speg. Only you would know and before I'd buy a chiller try using fans across your sump or across the top of the tank.......

we live in So. CA, and are running 5 or 6 chillers. it really depends on what temp you keep your tank at, what your room ambient temp is, your tank's intrinsic temp, and what you're keeping. the place we're renting gets pretty warm, and we have one tank that we run at 63*F, and a couple more we run at 74*F, not to mention that we really don't like any of our setups to run warmer than 77*F.
as mentioned, only you can answer those questions.

Nothing over 77? Not into coral?
What's in the 63 degree tank?
