Hi, i have a 60g tank and I live in riverside, CA....do i need a chiller for my tank?

Only if you are having a temperature problem or plan on keeping cold water fish. In most cases, fans blowing across the lights and surface of the water are enough to lower the temp to safe levels.
No one can really answer your question without knowing what the temperature of your water is and what you plan to keep in it.
