Can you house a choco star with a coral banded shrimp? And then can you house them both with a flame scallop? Can you have the 3 with a mandarin, scooter blenny and flame angel?

The shrimp is probably not an issue, but the star will eat the scallop.
In theory there is no issue with the fish, but it should be a big tank to have a mandarin and a scooter.

I have a question about a choc star. Purchased one on Saturday along with a cleaner shrimp and a threadfin butterfly...the butterfly and shrimp are fine...but the star is on the bottom of the tank with his arms pulled in. the butterfly has been picking at him from the time i put all of them in the tank. they all went in at the same time. is this normal behavior for the star as a defense mechanism or is he sick?

did u aclimate the starfish properly? They can get shock from aclimating to fast very easily.

I think so. I do not have a qt tank so I let them float for a couple of hours and put a little of the tank water in the bag at a time to acclemate them that way. the star fish was moving up to the top of the tank then he would lean the upper part of his body back like he was sunbathing. Then today he fell to the bottom of the tank and has been curling up and then uncurling again.

First, it doesn't surprise me about the butterfly. In the wild they are known to pick at things like tube worms, so the tube feet of the seastar would be similar in appearance.
What are your water parameters? Note that seastars are quite delicate, and what is "perfect" for fish and some other inverts can be fatal to seastars.
