Cleaner Pack Question

I have a 55 Gallon Tank that is having some algea problems. It is a brown film all over the glass as well as going onto the sand bed. I know it was caused by the tap water, but I have replaced the water with distilled but it still continues. At this point I have 3 Demsils a Clown bunch of live rock. I want to get a cleaner pack or a set or things bought indivdually to make my tank much cleaner.
First of all I have a $100 budget:
What should I get and how many of each.
What site or where should I purchase these things?
Should I just go with a Cleaner Pack or make my own... if so what should I put in there?
