starve it, you need to get rid of nitrates and phosphates
dont scrub it in the tank, do it in water you siphoned out for WC's

nitrates & phosphates are good, I do use old water , i do have a cuc never see anyone on rocks
skimmer has to wait until i get a new contract with my job (no money no tank)

your test readings are not going to show correct results the algea is eating the trates and phosphates for lunch. the best way i found to get rid of it is feed less and do regular water changes.

I have been doing 15 gal water changes every week for the last 3 months, only feeding every 2/3 days

+1 if you don't have phosphates or nitrates, you dont have algae
maybe pick up an urchin or emerald crab

yes I use ro/di water
I do have a urchin/ he ate my crab
if I put one rock at a time in my qt tank that will kill the hair alage right, I only have a few more days left until I bring up the goby that is in qt.

yeah that might kill the algae but as soon as you put it back it'll re seed its self

When doing the water changes are you using a turkey baster (new one for the tank only of course) to blow on the rocks and suspend the detritus just before the water change? This will help to remove a lot of the waste in the water that you remove, and help the filter get some more of it out.

over the last few month I wipe my glass the day before I do a water change, I have been using my power heads to blow on the lr all the time, I will try to use the power head blow off the rocks before I do a water change.
