Depends on what the cause is. Post your water parameters first, specifically nitrate and pH. What fish is being affected? Was the fish netted recently? Any aggression from other fish?
Sometimes a large water change using aged/aerated saltwater will help. It may also require antibiotic therapy. Do you have a quarantine tank you can use?

i will have to test my water again. but its just one fish my fox face. I have a 55 gal and i did a 10gal water change yesterday. My ph is at 8 and a level 15 on nitrate. no agression anf he hasnt been netted. I dont have a QT

Well, you have a fish that needs at least a 120 gallon tank in a 55. How long ago did you get him? They are very messy, get large and will sit lethargicaly in a small tank. He will need a larger tank. He will only get worse in time. He can be treated for now with vitamines and prestine water quality, but expect these kinds of reactions to a small tank. Please get or find him a larger home.
