Most likely the angel got an abrasion possibly during netting then a secondary bacterial infection.
SO long as he is eating well I would just observe, but if the cloudyness increases or his appetite decreases I would put him in a quarantine tank and treat with Kanamyacin Sulfate.
Better known as Spectragram or Kanacyn. This should clear up that cloudy eye.
I am not a big one for chemical's unless absolutely necessary. SO long as your angel continues eating well he should be able to take care of it himself.

Concerned and mindful, but not panicked. Do a large water change, but no tank maintenance. Meaning just do the water water change wo cleaning the substrate, etc.
Offer the fish garlic soaked foods. What are you feeding the fish now? These fish are grazers and need to have all day grazing opportunities in the aquaria. When soaking the food, get very nutritious foods. Or offer up the fish's favorite. There is a frozen sponge product sold within the hobby as fish food that the fish might like. Feed him well, and every meal garlic soak the food.

As I said, there is a frozen sponge food specifically made for angels that you may want to offer him. Frankly I give my fish a fresh seafood mix that costs me much less than buying all the commercially prepared hobby foods, and is 100% more nutritious.
The cloudy eye can be caused by a number of things. Sometimes cloudy eyes is a prelude to a parasite outbreak. It can be a bacterial infection as well or a negative reaction to decline in tank water quality. It can be an indication of poor nutrition. Many times just doing a large water change will clear up a cloudy eye.
As I said, I recommend that you do a large water change that will not disturb your tank environment too much, offer the fish garlic soaked food. If you can get Zoe or Zoecon supplement, you might want to begin using this to soak your food on a routine basis [but not garlic and supplements at the same time]. Think about my suggestion on fresh foods. Get SeaWeed Selects.

Beth,
Hey, just curious why you said you should not soak food in Zoe and Garlic at the same time. Will this cause problems? I've done this before and would hate it if I were inadvertantly doing something bad. Thanks!
