cloudy water in quaratine?

I have a 10 gallon tank that I have used up to now as a quarantine tank.
I bought a coral beauty today with cloudy eye that they have been treating and bought copper to continue treating it at home.
I'm a bit confused about what media I should have in my quarantine.
I have a millenium 1000 and Top Fin 60 on it. I took out all three filter cartridges and it now has just some pvc pipe, a power head and a heater in it. My water is very cloudy. I am not sure if it is from the copper or the fact that there is no media in my filters.
Please let me know what you think.

Stop using the copper. Likely the copper caused dieoff of your biofilter and now you see the dead bacteria suspended in the water column.
Are both eyes of the fish cloudy? Notice any signs of ich? What are your water readings?
Copper is only effective with some parasites. Right now, it doesn't sound like you know what is causing the cloudy eye. Thus, don't use copper. Give us more info on the situation so we can come up with a course of action.

Hi Beth,
The cb has cloudy eye, but he also has an infection it seems. His eye seems to be seeping white stuff. That is why I am using copper.
I took a sample of water to my lfs and there was but just a very little trace of copper in my water.
All other water params are good
Ph 8.2
Nitrite 0
Nitrate 0
Ammon 0
SG 1.027
Temp 78

Mina, cloudys do mean infection, but copper does not treat infections, it treats some parasites. Has this fish had ich? Detail the problems you are having with your fish.
What are your water readings?

Hey Beth,
The fish does not have ich. Just the eye problem.
I posted params in my last post. All are normal. He is eating, which is good.
