Cloudy water

I am having some real problems in a 55 gal reef tank. The water looks cloudt all the time. It is not realy bad, it just looks like the glass is a bit milky. I have two power compact lights, Two power heads for circulation, about 100 lbs of live rock and a millenium 3000 filter. This is same set up I have on a 20 gal reef (smaller power heads and filter) and it is crystal clear. Any recomendations out there?

A little more info would be most helpful. How long has the tank been set up, what is in it for livestock, what are the levels, ph,no2,no3,etc., temp, light wattage, total gallons per hour circulation. I know that one of the things that can cause a milky white condition is a plankton bloom.

The tank is about 4-5months old. At this point all levels are good. I test the water regularly and do water changes regularly. At this point I have moved most live stock to another tank. There are some mushooms, and elegance coral, some small crabs (cant remember what they are called but they are red and have no shell), a sailfin blennie, a couple of damsels, a tomato clown and anenome. I think that should about cover it. Thanks for any help you can give.

OOOPS sorry, the temp is about 78, I don't know the wattage of the lights, but they are the power compact type with a blue and a white light and I have two of them. I am circulating the water about 5-6 times per hour.
