Clown Aggresion

Hello,
I just got two Percula Clowns. Sometimes they seem happy other times one of them is chasing the other all around the tank. I havent seen him nipping at it, but its fin on the bottom of his body looks a little damaged. Also he looks stressed a little, not as healthy as the other clown. They are both the same size. My tank is 28 gallon's-only 2cleaner shrimp and 3 snails and the aformentioned clowns. Will they ever be friends? Once this behaviour has started can it be stopped? I dont have another tank to seperate them. Any thoughts or suggestions? I actually just watched the non-aggresor do the shimmie thing it turns perpendicular and shakes at the large one. Is all this fighting just a dominant thing and once sorted out they will be a pair?

sounds like the dominance routine to me. the larger one will be the dominant female and in time the smaller male will realize it.
