The bands are not what makes the perc true or false. The bands that do not go all the way around is due to the fish not eating during the first day of its birth.
Some university tested this theory. Can't remember which.

The big difference is in the number of dorsal spines - 11 for ocellaris (false perc), and 10 or 9 for true percula. The anterior part of the dorsal fins is taller in ocellaris, and ocellaris never have a thick black margin around the three white bars.
