When my percula clown is by my tomato clown the percula clown vibrate is that normal??

It's normal behavior .... the perc is showing submissivness to the tomato. Keep an eye on them, tomatos can get rough.

The perc is showing submissivness is that a bad thing?give me details please thanks.

It's not a bad thing ..... it's quite normal. The perc is letting the tomato know that it's the dominant fish between the two. That's what the vibrateing , shaking is, a sign that the perc will be the meeker of the two.
With clowns the smaller submissive one will be the male.
Do you see the tomato picking on the perc at all?
