If you have amonia and no trites, your cycle has not completed or for some reason you are going through a re-cycle. You will need to tell us more so we can be of help. How long has the tank been up and running? How fast did you introduce the fish? IT GOES W/O SAYING THAT YOU MUST IMMEDIATELY STOP ADDINGANY MORE FISH . a 40G TANK IS NOT ALOTT OF ROOM WHEN YOU CONSIDER DISPLACEMENT DUE TO l/r AND C/C. wOULD SUGGEST YOU GET MORE LIVE ROCK ALTHOUGH IT WILL AGAIN START AMINI CYCLE BECAUSE OF THE DIE OFF FROM THE CRITTERS THAT COME ALONG WITH IT.
iF YOUR FISH ARE GASPING AND AS i SUSPECT YOU ARE NOT DONE CYCLING YOU BEST BET IS TO RETURN THE DWARF LION AND PERC. BUY MORE l/r(AT LEATS 25 MORE LBS.) AND LET THE TANK CYCLE COMPLETLY. i PERSONALLY WOULD ALSO TRADE IN THE SUBSTRATE FOR SAND. abOUT 3 - 4 INCHES. yOU CAN GET SOUTHDOWN FROM hOME DEPOT AND SEED IT W/ l/s FROM THE LFS .
iF FISH ARE REALLY BAD AND THIS IS A DO OR DIE SITUATION, GO AHEAD AND DO A MAJOR WATER CHANGE TO SAVE THE FISH AND RETURN THE SUGGESTED FISH TOMORROW.lET US KNOW NUCH MORE DETAIL.

Ammonia at any level is lethel. Either find new homes for your fish, or do continuous water changes until the ammonia is at zero. You can also try to use AmmoLock. However, once you use this, most ammonia test kits will not read accurately.
Don't buffer your water while you have the ammonia problem, as higher pH makes ammonia all the more toxic. You might also try adding LS to your tank.

Logan,
You posted a question in the New Hobbyists forum at 5:45pm this afternoon - asking if you should clean your filters.
At 10:36pm, you reported that you had indeed cleaned/replaced your biofilter elements.
At 9:03pm in this forum - you state your fish are not doing well, and that you're are puzzled ??????
What are you doing ?
What did you do to your tank filtration and when ?
How long has your tank been set up ?

In my experience, for the last year I added ammo-lock, with no problems. But added as a precaution, just in case. :)
