Compatability - Sp. Hawkfish and D. Goby

I have an 180 g reef tank, and I have a recent problem with fish compatability. I have had a Spotted Hawkfish for about 3 weeks, and he is much loved. I just received a new order of fish a few days ago, checking compatability before ordering. One of the new fish, an diamond goby (or orange spotted sleeper goby) was almost immediately harrassed by the hawkfish. I am not sure why - they are both orange spotted, but very different otherwise. The hawkfish would go out of its way to zoom in and "peck" at the goby. After the first night, there was a large mound of sand (about softball sized) and a small hole. My hunch is that the goby has dug a huge burrow to avoid the hawkfish, and is peeking out during the day. I haven't seen him outside the burrow at all in the daytime. Hope he is not starving in there! Is this "normal" diamond goby behavior? I had thought they hang around and sift sand through gills - like I have seen in LFS.
I need to resolve this, because of the quality of life issue for the fish.
Options: get rid of goby, get rid of hawkfish, remove hawkfish for a while and then reintroduce him, to confuse his dominance (I read somewhere today that they should be introduced last).
I'd really appreciate som experienced opinions here - can they live together in any way, or should I make adjustments? I tried to do my research, but mush have missed something...thanks.

Spotted Hawks are/can be pretty aggressive for their size.
You can really never know how fish will interact untill you try it. And now it is what it is.
I would try to QT the Hawk for about a month to allow the goby to recoup and try it again. Even then/after you may still have this problem and have to make a choice.
BTW, I know you said you tried, so keep reaserching the personalities of fish and TRY too add them in an order of least aggressive first and allow time for them to get established and healthy befor adding more aggressive ones. This is just good sence but still as I said, really never can be sure how they will react.
