Confused on tank cycling

Okay, this is my second tank. It is a 24 gal. aquapod. I purchased the live rock 3 weeks ago. The guy said that it was partially cured. Anyways, I put the rock with a bag of arag alive sand in the tank with a heater. I left the tank alone for 2 weeks, waiting to see some sign of life on my test kits. Nothing. Last week I changed the rock around into the way I want it, changed about half of the water out, and still nothing has shown up on my test kits. Am i missing something here? Was i supposed to do more water changes than this? I added a cocktail shrimp only a few days ago, so maybe I starved all the bacteria in the sand?
What should I do? Get new sand? Wait it out longer?
THanks for the help. I never had problems like this with the first tank.

I have cured a fair share of LR and I have other thoughts on the water changes. I would get a skimmer going on the tank and keep your water movement good and do water changes to keep your ammonia at a reasoanable level. In curing LR you want the stuff that is going to die to die off and get out of the tank by skimming or water changes. You dont want to kill off benifical life becaue of bad water. There is very little bacteria lost during a water change. IMO
