I'll try to help some, but ther is a thread 2nd from top of this forum that gives really helpful info. Sump adds water volume and a place out of sight for you to place your equipment for your tank. A refugium is a place to add bio filtration using DSB and macro algea for filtration and also a place for pods and stuff to multiple without getting eatin by your live stock. Just basics, but hopefully give the idea. Your tank is small so you don't have to have them. It is completely up to you. Please go back and read suggested thread so you will understand more clearly and can make an educated decition for yourself. Good luck
