Converting Freshwater to Saltwater FOWLR

My friend has a 70 or 75 gallon acrylic tank with a built in overflow and a sump (about 2.5 ft x 2.0 ft) set up below with roughly half of the sump bioballs and the other half the return pump area, heater, etc.. It is currently setup as a freshwater tank but he wants to convert it to saltwater. I took a look at it and it is 100% built for saltwater and was a saltwater tank before he got it but didnt think he could manage a saltwater tank. He has spoken with his LFS and they are willing to take all the fish he has (about 20..
) and give him store credit to buy the necessities for his saltwater setup. Well he is about ready to take the fish in but he asked me (and i was unsure..hence why i am posting here) about what he needs to do next to get it setup as a saltwater tank. Can he keep the bacteria on the bioballs he has and possibly avoid a huge cycle, or do the freshwater bacteria differ from saltwater and he must clean them or buy new ones? He has buckets ready to fill with the gravel and is going to syphon all the water out once he has traded in the fish. Soo what does he do next?? Any help is appreciated! Thanks. Brian.

The bacteria is different and he would be starting from scratch. If he wants bioballs, he can reuse them.
I am personally not a bioball fan.
Next step would be to empty the tank of all things FW and fill it with LR.

LOL... don't forget the saltwater, and substrate...If I were starting new I would think that the bio balls is all I could keep if I wanted it. So I thought I would add to your answer... I personally like live and best. His old filtering system is fine, just clean it up and reuse it..don't by new. I never used bio balls, so I know nothing about them...after it cycles...he is all fish ready but remind him to go very slow on adding livestock.
