CPR Skimmer problem, need help.

I have a Cpr skimmer being run by the recomended Rio pump. For some reason I can not get the air bubbles going. If I set it up with the pump at full force I get water coming up the air line and leaking out the air intake.
If I turn the pump down I don't get any air sucktion. Any ideas/help/advice.
(I understand no one likes rio pumps, I have tried other brands same problem)

Anyone managed to get a backpack to work correctly?

Mine works fine (dual pak), though I have trouble with too many micro bubbles which I am working on correcting. Two of my friends have the same one as you and they have experienced no problems. Unfortunately, I don't know how to correct your problem, sorry. Good luck.
