Crap on my live rock -- what is it??

I've been dealing with this stuff for quite some time. Can anyone recommend a way to keep my live rock clean? As of right not I have to scrub all of this stuff off of my live rock every 60 days. Here's two photos: The first is of the "crap" I'm talking about and the second is a rock that I just got finished scrubbing.
