basically it means any die off/life loss from the transition from ocean to your tank has completed and there is little to no risk of the associated ammonia spike caused by die off of uncured rock/sand. cured rock/sand is basically cycled rock/sand. any cured rock that is out of water for any length of time or under extremely poor water conditions will need curing/cycling again.
