Cyanobacteria

Whenever there is a question on the subject title you will usually find at least one post that says "it is part of a normal cycle" or something like that.
My question----is it really? Can a Cyano outbreak be avoided in a new setup?
Open for discussion.

Well if as we know Cyano is a bacteria and a component of the nitrogen cycle and grow through photosintisis. I don’t think there is a definite prophylactic measure we can use to prevent it

Since this thread has started off as - I will get it, I hate to do this but I have been up and running for 2 months and nothing yet.
I have worked very hard to keep numbers correct. Phosphates at or near 0. Nitrates 10 or less. So when is it coming, how long before the dreaded red.
