Cycle Ending Questions

Hi everyone, I've been reading this board for a while and just have a quick question. My Diatoms turned from brown and now I have green Algey over my tank on the cc and walls.
I have a 35 gallon, with 2 powerheads, 3 damsels, and 35 lbs of LR. I have a filter with a protein skimmer on it and things are looking ok. I have a flourecent bulb with an incadecent bulb and a powercompact. Since i have green alge does it mean that my cycle is complete, and if so is it safe to do a water change because the tank is starting to look rather dirty. Because of my powerheads I have a huge amount of bubbles in my tank should i turn those down? Because on the surface of the water there is quite a bit of white bubbles floating around?
Thanks for the help
Dan..

the green algee is a good sign.. you need to get rid of the incadecant bulp...there not good for salt water..as for cleaning the tank...go for cleaning the glass..has you finished the cycle? if you can post your reading it would help..

Sounds like your cycle may be over.......post your levels....ammonia..nitrite..nitrate..ph..temp..sg......if its done I'd clean the glass and start looking for a good clean-up crew.....may be time to plan stocking options..........
