Usually if it smells and looks that bad there is a lot of die off and high ammonia levels. Do you have test kits? If so test your ammonia, nitrite, and nitrate levels. If not, try to call up a few local fish stores. Most of them will test your water for cheap or free if you bring in a sample. Make sure they know its saltwater if they also carry fresh water fish. Regardless, make sure to post the levels up here. It will help out a lot. Usually any level of ammonia higher than 1 ppm can kill a lot of the bacteria in your rock and sand. This could be the reason for the smell. Just my oppinions.

the ammonia lvl is .25, the nitrates and nitrites are both 0 , the PH is 8.2, salinity 1.024, and the tank has had the shrimp for a bout a week and a half then i took it out, i've been cycling for 3 weeks now and still ammonia is lowish, and nitrate and nitrite is 0 is something wrong?
