I plan on cheating and buying my water from the lfs doing it this way will the tank still go through a cycle

it will re-cycle if u add anything that wasent in the tank to start with.
like if you add more lr and your own ls the tanks bacteria count will be thrown off, unless you add cured lr. but chances are if you add anything brand new it will re-cycle.

Water has nothing to do with the cycle.
The cycle is a way of letting the bacteria that you need in your sand and rock grow without being over loaded by a lot of fish.
Unless you are using a lot of rock that was already in an established tank you are going to need to cycle your tank, whether you use water from the LFS or not.
