I have heard that you can use a frozen shrimp to cycle a tank. Is that true? If so, how does that work?

Yes you can do that and it is extremely popular.
I do not agree with it because it does not give either a level nor the same type of bioload to the tank.
I have found a single male molly works the best. Don't feed him for a week then feed only a flake per day. Give him a female and watch them have babies.
I also recomment that you wait at least three weeks before adding any fish to a new tank. Allow the fish borne parasites to die off first.
BTW it is actually a raw shrimp. Frozen or thawed does not matter. It wirks by the shrimp rotting in the tank
