Cycling and Stainless

I am curently cycling my 30gallon tank with live rock and have a couple of questions.
1. Skimmer on or off?
2. Algae starting to take over,do I leave it or siphon off? thus doing a water change at the same time, or wait until cycle is complete, then do water change and add cleaner crew?
Also have DIY chiller unit but am only getting 1 degree temp change,I want to change poly pipe to marine grade stainless(titanium too expensive) for better pull down. Is this ok?
I had a full reef system 6 yrs ago but the times have changed since then, and I didn't have this great site to call on.

Skimmer off.
Leave alge.
Stainless is ok. try that foam insulation that wraps around the pipes. This may keep a lower temp.
Describe the diy chiller. piping may not be the problem.

whoa there, don't let the name fool you, stainlessss is not stainless, and rust proof, salt water can and will oxydze and/or rust it, i would not add any metals to the tank at all, none
otherewise, i woudl give the same info on your other 2 questions

I kept my protein skimmer on full blast during the cycle because the lr I bought online was premium and contained tons of life. It cleaned up my tank tremendously. After the cycle I did a small water change and began adding the critters and fish. Once my levels were normal and I began doing water changes with di the nuisance algae disapeared.

Gulf-view.com The premo-deco is amazing! I ordered 3 times from there and added it directly into my established tank without problems. The amount of life is overwhelming. Sponges, clams, crabs, polyps, plants, tons of algae, worms and dusters, starfish, urchin and other things that i've yet to identify. Every few days I find something new. I can't wait to get another tank so I can order from them again.
