Cycling new tank

I have a 45 gal tank that I'm setting up to be a reef tank. It has been running for 5 weeks. I added a blue damsel and a piece of live rock 2 days ago. My ammonia reading is hanging high at aprox .3 ppm. PH is steady at 8.40. I have been adding cycle at the recommended dosage, is there any point to water change out when my tank is not really producing any waste to speak of yet? My tap water shows trace ammonia after declorinating. Thanks in advance for any suggestions.

the rock says...
live rock would be a good answer. use some distilled or RO water to make a change. continue to use the bacteria and give it another week and it should be clear even without the live rock.
