cycling question

I am currently cycling my 20g tank with 25lbs of LR and 30 lbs of Aragamax sugar grain sand (not live sand). Should I have my power compact lights on during the day while cycling in order to aid the live rock, or should I keep them off in order to prevent any algae blooms?

No, there's no need to turn the lights on. A lot of the stuff on the live rock will die off anyway, and then you will get an algae/diatom bloom.
