At what levels should ammonia and nitrities be at before one adds live rock & sand?

You can add live rock and sand at any time, but some people want the cycle process to be done before they do to prevent die off, but if your live rock is not cured then you will have a small cycle anyway.
I would go ahead do it, but that my opinion.
Where are they at now?

The ammonia is .1 and the nitrites .3. The rock will be pre-cured. Does that make a difference?

Go ahead and add it. Do a large water change if ammonia exceeds 1.0 ppm at any time to maintain life on the rock.
