Point a powerhead at him for a few hours and see if that makes him want to budge.
Why do you want to remove him?

Ok, I aimed a powerhead towards his foot
I want him to move because he has attached to a rock covered with zoos (that I love) and is shadowing them out.

Well........ I aimed the powerhead (200gph) at him (mostly his foot) overnight. This morning the lights came on and not only has he not moved but he is actually extending himself, like he is all happy

He really likes that rock, no matter where I put the rock (and him) in my tank. Is it possible that he can't detach himself from the rock?

No he can definatly detach himself. Another trick takes a bit of time, and if you have clownfish they can bite you. Anyway, taking a few ice cubes and putting them into a zip lock bag and holding it to the base of the anemone can make him want to move as well.

Ok, how long is this suppose to take? How long should it take for him to move himself? I have gone through two small zip bags of ice in the past fifteen minutes and the ice melts very quickly. I'm afraid it is going to lower the temp on my tank, it's a smll tank 29 gal. What do you think?
