well last night we had a huge storm, we lost power. I wake up to a dead cleaner shrimp, could the cause of his be that the tank was off for about 4 hours?

Are you sure it is a dead shrimp and not just his molt? They are very shy when they molt and it is possible he is hidden and you are just looking at an empty exoskeleton.

The problem with the hobby is that the smaller your tank, the quicker things go badly. It is very possible that the water quality went south during the power outage.
I have invested in a device that uses a car battery to power my pump and heater for about 24 hours. It only cost me $80 and can be found at all home improvement stores.
