live rock is live because it has bacteria and hitch hikers (sponges, various types of pods, etc, etc)
if you put "dead" live rock in itll take some time but if you have LIVE live rock itll "seed" it and it will become "live" again.
hope that helps...

Make sure you take a brush and some water to the rocks also. Clean it off well. Especially if the rocks are going into a tank that is already established with life, it will cause another cycle and could kill off your inhabitants.

about how long would you think the "dead" live rocks will take to establish if i already have live rocks in my tank...and how would i know if its alive again?

I can't answer that for sure (the length of time until it becomes live). And all rocks become live in an established tank with time.

If it looks good and you have the patience...yes....make sure that you have some live rock to seed it....but most of my rock in my 135 was dead (base) rock.....and I just bought some LR to seed it....All of my rock in this little 29 gallon I have now was (is, I am still cycling) dead rock.....
and when i set up my 220...you guessed it, it will be dead rock....but i'll have the rock from my 29 to seed it...

I used about 150lb of base rock which is nothing more than dry/dead LR, then used another 200lbs of really nice, fully cured LR and placed this over the base rock, looked kinda funny for about 3 weeks as the base rock was almost white, now you can't tell the difference, lots of coraline algae....Answer to you question is yes, just takes a few months.
.
I would soak the base rock in fresh SW for a few days, then change the water, soak for afew more days etc..make sure you have PH's in the soaking buckets. I soak new base rock to dilute or leach out any possible contamination before adding to my tank.
