dead rock- live rock?

What is the difference between dead rock and live rock? At my lfs they said that live rock is just rock with algae and other things growing on them. He led me to beleive that any rock left in a tank will eventually turn into "live rock". Is this true? What is you take on this???

sammy hit it right on the head..... and it takes awhile for it to turn live.... the dead rock is also known as base rock....
