does this nasty stuff form even when you us ro/di water,if not what does it feed on,thanks all

I've been told that diatoms form because of your water source or bad flow. However, if you are still cycling your tank a little bloom is natural and will fade away. If you are not cycling, you can add some little guys to stir up the sand a little bit like hermits, burrowing snails, or something like a serpent/brittle star.
