disease or agression?

My toby puffer has a chunk out of his dorsal fin. I have not noticed it before this evening, so I am assuming it is not some type of gradual rot.
He has been spending alot of time around my cleaner shrimp, b/c he appears to like his belly rubbed. Is it possible that the cleaner shrimp took a ite out of his fin? Or should I be more concerned about a type of disease?

Sounds like aggression to me. What other fish are in the tank with him?
