alitle more about your tank would be helpful and what you have tried to eleminate it and what you stocking levels are and what your readings are.

Where do you go to get your water.
I live in Brookville (west of the 70 - 75 interchange) and I go down to Gerber's. It's just off of Dryden.
I've never had a problem and you can by the RO/DI water or the same premixxed with salt.

sometimes change out of lights can cause a algae bloom if the conditions are right. have you tested the source water to see if there is anything there.

We always used to refer to distilled water as "dead" water. Make sure you aerate it for a long time as it contains no dissolved oxygen. At my daughters college dorm they watched Nemo and afterwards everybody got a free gold fish. They put them in small bowls of distilled water and handed them out. They all died within a hour.

when you mix it with salt it regains its electrolites and nessecary amendments but used as FW only you have to purchase a product called RO right to readd everything that is missing from the water so the fish can live in it.
I learned the hard wy with a show quality crown tail betta that I had.
