If your welding acrylic to acrylic, you could use weldon #4, but #16 should be fine...
If your trying acrylic to glass, nothing really works well. You can use regular silicone, but it's not usually good if you are going to subject it to any great amount of pressure.

Not quite what I am looking for. I already have a hole and a bulkhead installed I just need to put in the inside box so that I can raise the water level.
